Running for Councilmember, Emeryville City Council, in Emeryville, CA
Councilmember David Mourra has been one of the strongest housing voices during his first term and was instrumental in Emeryville maintaining its pro-housing status. He has focused not only on how we can build more, but also on trying to find ways to address common obstacles in the city, now that zoning is less of an issue. He is deeply interested in the finances of housing, finding ways to bring down costs, address the impacts of high fees on development, and exploring creative solutions to see how we can increase density with our limited land. CM Mourra was also a strong urbanist voice for safe streets and effective transit, advocating for the transformational 40th Street Multimodal Project, and serving on the Transportation and Sustainability Committee where he fought for safety improvements along many of the city’s streets. We strongly support keeping CM Mourra in office for another 4 years.
David Mourra has lived in Emeryville for 18 years. He has served on the Emeryville City Council since 2022, including a year as Mayor of Emeryville. Before joining the council he served on Emeryville's Planning Commission, and he has worked as an engineer and project manager in the biotech industry. He is running for re-election to the City Council in 2026.
