With roots as an immigrant in Los Angeles and experience on Councilmember Curren Price’s team, Jose Ugarte understands the needs of his community and is strongly aligned with YIMBY priorities: reforming ULA, reducing the costs and barriers to development, and taking a pragmatic approach to tenant protections.
Jose Ugarte is a community organizer and former City Hall aide running for Los Angeles City Council District 9, which stretches from downtown through South Los Angeles; he placed first in the June 2026 primary and advanced to the November runoff. He served as deputy chief of staff to Councilmember Curren Price, the district's termed-out incumbent, working on housing, public safety, and constituent services. An immigrant from Oaxaca, Mexico, Ugarte has spent more than a decade working in South Central Los Angeles as an organizer and public servant, with a background in labor organizing and voter outreach.
